As a public policy think tank, CER aims at reaching nationwide consensus on development issues, primarily at the level of civil society. To this end, direct involvement of civil society in policy formulation process is of paramount importance. CER values all constructive inputs provided by any concerned individual, as only consolidated and participatory dialogue can lead to a change.
CER therefore encourages all interested individuals to contribute their opinions, ideas and suggestions. This can be done by various communication tools, such as participation in CER forums, blogs, open discussions and outreach events. Moreover, virtually all CER products are open for review and feedback.

Development of the social order system in order to strengthen NGO sector
To date, state financial support to NGOs is provided in form of grants, subsidies, and social order. However, it seems necessary to improve procedures and tools of allocation, realization, and monitoring of the social ordering in Uzbekistan, taking into consideration best international practices, as well as strategic priorities of the civil society development in Uzbekistan. The research project aims at developing recommendations on enhancing the role and importance of the state social orders, as well as increasing amount and volume of financing the orders from public and private sources.
