How to assess the promotive and transformative effects of social protection?

The existing model of social protection employed since the early 90-s in Uzbekistan was directed towards mitigating the adverse effects from the transitional economic reforms and proved its validity in addressing the most needed. Nevertheless, taking into account fast economic, social, and institutional changes the old conventional approach in providing social protection is loosing its relevance. The key functions of the actual models of social protection practiced in all countries are the safety net functions and the promotive and transformative functions.

Yet, these models are too far from being sustainable in the long-term. In fact, in the long-term perspective the existing social protection model will not be capable of implementing its four major functions persistently and efficiently, provide the exit route from poverty and inequality and towards long term economic resilience, inclusive growth and transformative development with social justice.

Hence, which steps can be taken in modernization of the existing social protection system and converting it into the sustainable model?
