New approach to Social Protection

The existing model of social protection, introduced in Uzbekistan in early 90-s and aimed at mitigating major transitory adverse effects of economic reforms, proved its validity by preventing a sharp drop in living standards and ensuring that social support was targeting the most needed. At the same time, while economic growth has been strong for almost a decade now and the processes of transformation and modernization of the economy, society and institutions have sped up, it is time to take a new look at the future of the social-protection system.

The key problem in the given context is that the existing system of social protection and social programs are to a large extent oriented at the current model of country development and, therefore, do basically replicate this model, thus constraining the opportunities to implement transformations of economy, society and institutions in the long term. At the same time, transformation processes are important not only to ensure the overall development of the country but also in order to provide the sustainability of the social protection system in the long-term.
