Is that really possible to formulate the Universal Global Agenda for SDGs?

Sustainable Development Goals (SDGs) are global and very ambitious agenda with 17 goals and 169 targets, covering a great number of various development issues. Unlike the MDGs, which were drawn up by a group of men in the basement of UN headquarters (as the legend says), the UN has conducted 11 thematic and 83 national consultations and door-to-door surveys to gauge opinion on what the SDGs should include.

But the greatest difference between MDGs and SDGs is that the world in 2015 is completely different from that of early 2000-s.

What we are witnessing at the moment (and, probably, will witness in the coming decades) is the transition of a large number of lower income economies into the group of middle income ones. What does this mean?
