Feasibility and prospect of "Growth poles" concept in Uzbekistan

According to the World Development Report for 2009, prepared by the World Bank "No one country has reached the average level of income without industrialization and urbanization. No one country has achieved a high level of income without "growth poles".

However, how the concept "growth poles" is applicable to Uzbekistan condition? In fact, the question is already a challenge for analysts and researchers, as well as for politicians, especially in agrarian country. Other not less important issues arise, one of which is "What kind of characteristic features should the city-candidate posses to be nominated as a "growth pole"?

How to consider the relevance of: the density and population size, number of industrial enterprises, number of universities in the city, the proximity to the mineral resources deposits? Maybe such parameter as the access to drinking and industrial water in Uzbekistan is equally important? Perhaps even more important is uninterrupted access to electricity?

So far there are more questions than answers.
