Assessing the existing system of interrelations between the state and NGOs, it is worth noting that the key problem is the gap between the state programs to support NGOs and the development objectives of the country. A striking example is that more than 60% of projects financed via state grants in 2009 are directed to professional education and employment of people with disabilities, generally women. Thus the state has not yet determined the aim of NGOs’ existence, their role in the socioeconomic development of the country and necessary directions of their activity. There is no monitoring and evaluation of the results of certain projects’ financing. Thereby, to date it is necessary to create an effective NGOs’ sector working in the most priority spheres.

The objective of the research is to render assistance in formation of new approaches and a new vision of the state on the role and the place of NGOs in the processes of political and economic modernization in Uzbekistan in the medium and long term. In the framework of a new vision it is necessary to develop, test and introduce new mechanisms and forms of NGOs’ work, including social orders providing active participation of NGOs in the processes of formulation, approval, introduction, monitoring and evaluation of programs, first of all in the social sphere.
