Social Protection should play Transformative role in Economic Development

“Transformative Social Protection in a Transforming Society and Economy” was a main topic of the Development Dialogue Round Table, a joint initiative of UNDP and CER, which was held on January 17, 2014 with the involvement of international organizations, donor agencies, embassies, and the representatives of the local expert community and state agencies.

According to the experts, accelerated economic growth and the interlinked processes of economic, social and institutional transformation require social protection policies in Uzbekistan to get also adjusted. The new system must not just protect, but also help people to get better adapted to the rapidly changing socio-economic environment, bring marginal strata of the population into the mainstream and economic activity, thereby changing the portrait of society and shaping new values and behavioral stereotypes.

The discussion was commenced by a presentation on the findings from the most recent UNDP/CER policy research. The study is financed by the Poverty Trust Fund (PTTF), which is a global UNDP initiative that supports country studies on social protection, of which Uzbekistan is a part. While the study was conducted by a group of independent national experts, it also benefited from the feedback from UNDP, BDP, and World Bank.

One of the key features of the Dialogue was a video participation of international partners - Dr. Jimi O. Adesina from University of South Africa and Mr. Artemy Izmestiev from UNDP Policy Centre in Seoul. Moreover, an expert from United Nations Research Institute for Social Development (UNRISD) contributed to discussion by adding video-comments on the issue.

During the Round Table, valuable suggestions came from Malaysia experience (made by Ambassador Abdul Aziz Bin Harun), World Bank Social Protection Mission (Mr. O.Sluchynsky), Head of WHO Country Office (Dr. Asmus Hammerich), European Delegation, UNDP Country office (Economic Advisor Z.Parpiev).

It is important to note, that within the on-going Vision 2030 formulation process, carried out jointly by the World Bank, UNDP, and the Government of Uzbekistan, UNDP has ensured that the strategy adopts a sustainable development framework.
