On April 11, 2009 representatives from the CER Steering Committee, government agencies, international donor community, CER staff and friends, and other stakeholders, gathered at the Center to celebrate 10 year anniversary of its activity, and Navruz holiday. CER leadership demonstrated its hospitality through a formal program and friendly atmosphere.

CER leadership and staff greeted guests and took them on a tour around the building, showing various divisions of CER office, such as the DRCL, the research project offices, etc. The formal part of the event, started with the greeting by the Head of the CER Steering Committee, Vyatcheslav Golyshev, who emphasized that CER being a leading think tank in Uzbekistan, has been demonstrating its expertise over the years, and its unique recommendations and assistance have proved to influence a significant portion of the policy decisions in the country. Mr. Golyshev stated that experts working at CER and providing policy recommendations should realize their contribution to the development processes in the country and facilitation of a nationwide consensus. Among CER services and products, Mr. Golyshev particularly noted a training component, as having a significant effect on the capacity-building of government officials. The floor was then given to the United Nations Development Programme Resident Representative, Anita Nirodi, who talked about CER as a public policy think tank that is moving toward sustainable research agenda, and holding an important position as a liaison between the Government of Uzbekistan and the international donor community. Ms. Nirodi noted that CER is not an isolated research institution, but a think tank that finds most of its recommendations reflected in current policy decisions.

The informal part of the event continued with the pilaf and other refreshments being offered to the guests and CER staff. Such an event served as a social venue for CER employees, and created an opportunity for to socialize and interact with the guests and each other. Despite the rainy weather, CER managed to maintain the presence of spring and share a positive mood with the guests.
