Employment in Uzbekistan: Challenges and Prospects

The current model of employment policy in Uzbekistan took shape during the first phase of reforms in the 1990s, reflecting the government’s effort to prevent mass unemployment in the face of a rapid increase in the working-age population and economic growth based on the development of fuel and energy sector with limited potential for job creation. This model involves a large unincorporated sector without reference to job quality (stability, profitability, and productivity).

This approach has now reached the limit of its effectiveness.

The government’s employment policy must work out new ways to simultaneously achieve the objectives of increasing employment, creating secure jobs in the corporate sector and expand opportunities for hiring young people at a time of steady productivity growth.
