Since 2000, the implementation of structural adjustment of the economy through the development of small business and entrepreneurship has became a priority of economic policy. Incentive programs for support of small business and private enterprises were adopted, which included tax and credit duties, aimed at simplifying and cheapening the business environment and financial support to entities. In general, the features of the implementation of macroeconomic policies reflect the goals and objectives of the country's economic development.

Formation of a competitive market economy in terms of globalization and increasing global competition requires the development of market structure. World experience shows that the greatest potential from this point of view belongs to medium and large enterprises of manufacturing industries and high-tech services. Encouraging the entry to the market of new economic agents and maximization the efficiency of their production involves revising the model and instruments of macroeconomic policy.
