Teacher shortage and teacher quality in Uzbekistan: a school-level analysis

Nowadays the quality of education and availability of qualified teachers is one of the most important issues in school education reform in Uzbekistan. Although teachers’ salaries have recently been raised, teachers’ remuneration remains insufficient and schools find it difficult to hold on to experienced teachers, who are increasingly seeking higher paid jobs in other sectors. This has led to a teacher shortage, which exists on a national level but especially among certain skill groups.

The main objective of this study is the evaluation of the availability of qualified teachers in the republic of Uzbekistan, as well as developing recommendations ensuring the system of basic education with the sufficient number of qualified teachers.

A mixed-methods design will be pursued, that is, both quantitative and qualitative data will be analyzed. The qualitative data at school level will be triangulated by interviewing different informants separately (principal & deputy-principal, teachers, students) and by considering these different sources of information. Statistical information and annual reports will be collected at national level, province level, and district level.

According to the results of the interviews the certain indicators that measure real teacher shortages at school level will be identified. In the developing these indicators the international framework for measuring teacher shortages will be used which means that high-quality educational system should have a sufficient supply of qualified teachers. “Sufficient supply” implies 100 percent availability of qualified teachers at school level. While the officially reported statistics on teacher shortage only counts the availability of teachers. Our research will be concentrated on the examining the availability of qualified teachers.
