The system of Social Services Commissioning in Uzbekistan: A Tool for Supporting NGOs or Improving Social Service Delivery? (2012/05)

The practice of outsourcing social services was introduced in Uzbekistan as part of the policy of supporting the emerging sector of national NGOs. As a result, the outsourcing of social services is confident to grants and subsidies that are only allocated to support NGO initiatives. The institutions associated with government entities or for-profit companies are excluded from this process.

Social partnership has become widely popular in developed and some developing countries as a tool for ensuring public participation in the formulation and implementation of development plans and programms, as at the local level.

Social partnership and the concept of outsourcing social services has been also promoted in Uzbekistan as a tool for expanding cooperation between government and society, particularly in adressing socio-economic issues among certain population groups or in the most vulnerable regions.
