Governance and Development

In an effort to provide relevant support and advice for promotion of institutional transformations in Uzbekistan and further modernization of state, economy and society, CER emphasizes the following activities:

  • Promoting administrative reform in order to create prerequisites for decentralization of public governance system, increased effectiveness of the state, and creating the system of regulating the economy which is based on market principles;
  • Assistance in developing a long-term vision and development strategy for the national education system in order to create a favorable environment for further development of the human capital;
  • Improving the methods of anti-corruption expertise of legislation and providing assistance in its introduction into activity of public governance bodies to create a favorable environment for development of private entrepreneurship;
  • Facilitating dialogue between the government, private sector and civil society to raise awareness on achievements, trends and challenges of institutional transformations in Uzbekistan.

Review of international experience in organizing press service in government: lessons for Uzbekistan

The aim of the research project is to study international experience in establishing press services in public authorities, as well as to develop recommendations for the future institutional, financial and capacity building of the information departments in the governmental organizations of Uzbekistan.

Development of the social order system in order to strengthen NGO sector
June 2011 - October 2011

The research project aims at developing recommendations on enhancing the role and importance of the state social orders, as well as increasing amount and volume of financing the orders from public and private sources.

Review of international experience of law-making: lessons for Uzbekistan
February 2011 - September 2011

The research aims at studying foreign experience in implementation of the law-making process and developing recommendations on improvement of its efficiency in Uzbekistan.

Creating conditions for local level transformation capacity building

The main objective of the project is to develop a conceptual vision of capacity building for deepening socio-economic and socio-political transformations at the local level to broaden the sources of economic growth and improve the living conditions of the population.
Social, economic and environmental aspects of current condition of municipal infrastructure in Uzbekistan: a search for new mechanisms and tools for its improvement

The project aimed at analysis of problems and prospects of urbanization in Uzbekistan. The results will be used to develop a set of recommendations for the government to improve national policies on urbanization.
Market overview of energy-saving lamps in Uzbekistan

The purpose of this review is to analyze demand and supply of energy saving lamps in Uzbekistan and identify trends and prospects in this market.

At the present stage, it seems to be necessary to develop a comprehensive strategy for managing labor resources that would ensure affective allocation of labor resources based on the priorities of industrial and innovation development of the country.

The objective of the research is to assist to the improvement of the institutional and administrative and budget component of the urban governance in the medium term.
New vision for developing NGO sector in Uzbekistan in the context of ongoing political and economic modernization

The objective of the research is to render assistance in formation of new approaches and a new vision of the state on the role and the place of NGOs in the processes of political and economic modernization in Uzbekistan in the medium and long term.
Family Assets Mobilization (2010)
October 2009 - October 2011

CER, with the support of UNDP, is launching the second round of the ‘Family Assets Mobilization’ (FAM) survey. The first round, conducted in 2004 focused on the issue of transforming the ‘idle’ capital of households into productive investment. During the last five years the FAM-2004 recommendations had a considerable impact on social and economic policies. The row of governmentally supported programs, such as the development of microfinance institutions, reduced transactions costs and home-based employment expanded the opportunities of households and businesses.
